When you register for the certification examination of a level for the first time, this is referred to as an initial certification. It represents direct entry into the respective certification level. In general, you are eligible once you meet the admission requirements for that level.
The higher the project management level you enter directly, the more demanding the requirements become. If you meet the requirements and can provide sufficient proof of experience, a certificate from the previous level is not required. Whether direct entry into a higher level is possible is always specified in the corresponding guideline.
